Vehicle Transfer Test: Dubai Steps and UAE Routes

A vehicle transfer test is the technical inspection used when a car changes ownership. A passing result supports the licensing transaction; it does not put the car in the buyer's name. Before arranging the visit, establish where the vehicle is registered and where the buyer intends to register it.

The steps below cover a Dubai individual buyer-and-seller transaction. Other emirates have their own authority routes. Do not apply Dubai appointment exceptions, fees or paperwork to every UAE sale.

Transfer testing is not a pre-purchase inspection

The transfer test addresses technical roadworthiness for licensing. A buyer's pre-purchase inspection (PPI) asks a different question: what condition is this used car in, and what repairs might affect the purchase? Do not treat an RTA pass as a comprehensive mechanical assessment, accident-history report or guarantee against hidden faults.

Before committing to the purchase, compare the registration and chassis details with the car, review available records and consider an independent inspection. Seller responsibilities in Dubai

• Identify the correct record. Have the vehicle details and valid Emirates ID ready. Agree who will take the vehicle for testing and who will pay for any repairs or retest.
• Resolve recorded blocks. RTA requires settlement of applicable fines and electronic mortgage release if the vehicle is mortgaged. Contact the lender about release and check that it is reflected electronically; a repayment receipt is not confirmation that the vehicle record has changed.
• Start the ownership application. Use the official RTA service, select the vehicle and enter the buyer's correct details. Review the agreement before signing.
• Handle plates as instructed. Follow the selected transaction's return, retention or transfer arrangements. Agree the handover with the buyer instead of assuming the existing plates will remain with the car.

Buyer responsibilities in Dubai

• Check the car before the transaction. Review history and inspection findings, not just the seller's claim that it has passed. Record any agreed repairs and payment responsibilities.
• Prepare identity and insurance. RTA lists valid Emirates IDs for both parties, electronic insurance and electronic technical inspection for an individual transfer. Arrange insurance for your registration and confirm the electronic record with the insurer and RTA.
• Settle your fines. For one-year registration, RTA's website steps require the buyer to pay all their fines and the seller to settle vehicle-related fines. Check your own outstanding fines before starting.
• Review and sign. Check the vehicle and party details in the official agreement link. Keep confirmation of the agreement and payments.
• Finish registration. Follow the official instructions for fees, plates and the service-centre visit. Check the issued ownership record, not just the inspection report, before treating registration as complete.

Imported vehicles, company ownership and representative applications may need additional evidence. Use the requirements for that applicant type on the official service rather than treating the individual checklist as exhaustive.

Official Dubai ownership route

1. Open Apply for Changing a Vehicle Ownership and use Start Now. The website route begins with the seller selecting the vehicle and submitting the buyer's details.
2. The buyer signs through the official notification link; the seller then signs. Follow the website instructions for fees and plate handover.
3. The buyer completes registration at a listed service centre. RTA's online sale agreement has a 14-day validity period, so check its deadline and remaining actions promptly.

For the inspection visit, RTA service 454 lists registration for vehicle sale purposes and failed-test reinspection as no-appointment cases. Confirm the correct sale-purpose service with the branch. After a pass or failure

After a pass, continue the ownership application and registration. Check that the required electronic records are accepted; a test cannot clear a mortgage, arrange insurance or replace either party's approval.

After a failure, read the defects together and agree on repairs before another inspection. Use the failed-test tool to prepare questions for the centre or workshop. Do not promise a completion date until the retest and remaining transaction steps are resolved.

Abu Dhabi and other emirates

For Abu Dhabi, Abu Dhabi Mobility's licensing directory links to TAMM's Transfer Vehicle Ownership service. Follow its current eligibility, inspection and registration instructions.

For other emirates, check the Ministry of Interior's vehicle ownership renewal and technical inspection services and the relevant local licensing authority. Confirm the service supports the vehicle's registration emirate. If moving a Dubai-registered car to another emirate, ask RTA and the receiving authority about the required transfer and registration route before choosing a testing centre. Transfer-test FAQ

Can I use a recent passing report?

Ask the licensing authority to confirm it is valid and accepted for this transaction before paying for another test. Do not assume a report from a different transaction or emirate is interchangeable.

Does an RTA pass mean the car is a good buy?

No. Review history and an independent condition assessment for buying decisions. Licensing approval is not a warranty.

Can both parties do everything online in Dubai?

Do not assume so. RTA's published website route includes a buyer service-centre visit to finish registration. Follow the instructions for your selected channel and plate arrangement.
