New Car Test Exemption in the UAE: The Three-Year Rule

New private cars skip the renewal test for three years, but Dubai, Abu Dhabi and MOI count the years differently. Who qualifies and what ends it.

New private cars in the UAE can skip the technical test at renewal for their first three years. Every authority agrees on the three years, but they count them from different starting points and set different conditions. In Dubai, a change of owner requires a test even within those three years.

Primary sources checked: 18 October 2026. Dubai: RTA renewal (582) and inspection (454). Abu Dhabi: TAMM renewal. Other emirates: MOI ownership renewal and technical inspection.

The rule in each emirate

How each official service words the exemption
ServiceWho qualifiesThree years counted from
RTA renewal (Dubai)A private car bought from a local authorised dealer. The FAQ adds: brand new and unregistered, with a valid customs certificate.Annual renewal for the first three years; this service does not specify the starting date. See the inspection rule below.
RTA inspection (Dubai)The first owner of a new car with no mileageYear of manufacture or year of registration, whichever comes first
TAMM (Abu Dhabi)New vehiclesDate of registration
MOI renewal (Sharjah, Ajman, UAQ, RAK, Fujairah)New vehiclesYear of manufacture
MOI inspectionNew vehicles, under the Traffic LawDate of the vehicle's licensing

The differences matter at the edges. A car built in one year and first registered the next can reach the end of a manufacture-year count before it reaches the end of a registration-date count. Dubai's inspection rule uses whichever date comes first. Check the year of manufacture on your registration card and compare it with your first registration date.

What ends the exemption early

  • A change of owner. RTA states that any change of ownership requires a technical inspection, even inside the first three years. Buying a two-year-old car means a test at transfer.
  • Late renewal in Dubai. RTA's FAQ attaches a condition to the dealer-car exemption: the renewal must be done before the registration expires.
  • Not meeting the purchase conditions. RTA's conditions describe a brand-new, unregistered car from an authorised dealer with a customs certificate, bought by its first owner. A car that does not fit that description does not meet RTA's stated conditions, so expect a test.

TAMM and MOI publish shorter rules that do not list these extra conditions. If the renewal screen in those emirates asks for a test, ask the authority before booking one.

If the system asks for a test anyway

For Dubai, RTA's FAQ covers this case: if the car is brand new, bought with zero kilometres, and you are its first owner, go to the RTA Customer Happiness Centre in Deira or Al Barsha to resolve it. For Abu Dhabi, use TAMM's support channels; for the other emirates, MOI's. Take the registration card and the purchase documents that show the car was new.

What you still need

The exemption removes the test, not the renewal. You still need valid insurance on the system, cleared fines and the renewal fee:

An exemption from the official test does not mean the car needs no checks. RTA treats tyres as valid for up to five years from their manufacture date, and the pre-test checklist covers the items an inspector looks at once the exemption ends.

New-car exemption FAQ

My car is two years old and I just bought it. Does it need a test?

For the transfer, yes in Dubai: RTA requires an inspection for any change of ownership, even in the first three years. See the transfer test guide.

Does an imported new car qualify?

RTA's dealer-car rule refers to a local authorised dealer and a valid customs certificate. A personal import does not match that wording, so check with the authority before relying on the exemption.

When is the first test due?

At the first renewal after the exemption period ends. Use the counting rule for your emirate in the table above, and plan the test close to that renewal date. Dubai's certificate is valid for 30 days.
